Norway – Possible delays owing to customs system test

29 October, 2026

Update

Further to International Bureau circular No. 113 of 10 August 2026, the designated operator of Norway, Posten Bring AS, wishes to inform Union member countries and their designated operators that it is conducting tests from 19 to 30 October as part of the ongoing implementation of the Norwegian Customs Digitoll system, which became mandatory on 15 September 2026.

Norwegian Customs requires complete and sufficient ITMATT data to carry out the necessary customs assessment before postal items arrive in Norway. Where the ITMATT data is incomplete or otherwise insufficient, additional information may need to be provided after arrival.

In such cases, Norwegian Customs requires the items in question to be held for a minimum of 24 hours to allow the necessary assessment to be completed.

The purpose of the test is to assess the volumes of affected items and identify the main types of data-quality issues. Following completion of the test, Posten Bring expects a similar process to be introduced on a permanent basis after a short transition period.

During the two-week test period, items with incomplete or insufficient ITMATT data will be subject to the minimum 24-hour holding period.

In order to minimize the risk of delays, designated operators are kindly requested to ensure that complete and accurate ITMATT data is transmitted for all shipments destined for Norway.

Posten Bring thanks all Union member countries and their designated operators for their cooperation in ensuring the completeness and quality of ITMATT data and supporting the smooth processing of postal items destined for Norway.
